[Update 30.04.22]: Microsoft has now fixed the Safe Mode issue. It will be corrected via Known Issue Rollback (KIR). It can take 24 hours. Or you just restart your computer. After that, safe mode should work again via F4.

[Original 27.04.22]: The optional update KB5012643 for Windows 11 22000.652 brings some improvements and fixes. But also an error that happens in safe mode. Because it flickers and you can only call up the task manager using the key combination Ctrl + Shift + Esc.

But there is a workaround until Microsoft fixes this bug. I just experimented a bit and if you absolutely have to start in safe mode, you shouldn’t press 4 or F4 when making the selection, but rather the 5 or F5. The network drivers are loaded via F5 and Windows 11 starts Safe Mode normally and without flickering.
