According to “Kommersant”, Roskomnadzor, together with the Prosecutor General, conduct unscheduled inspections of federal and regional telecom operators. These inspections are carried out in spite of the moratorium established by the Russian government until the end of the year.
The RKN and the prosecutor’s office check how telecom operators comply with the requirement to block Internet resources, access to which is prohibited in Russia. In particular, the work of technical means of countering threats (TSPU), established under the law “on sovereign runet”, and the “Revizor” complex for monitoring access to sites from the register of prohibited information are checked.
An unnamed regional operator described how such checks are carried out:
“Several representatives of both departments came to one of these checks at once, they connected to the operator’s Wi-Fi router and tried to install mobile applications blocked in Russia, as well as run them through different browsers.”
The checks began after some telecom operators refused to block Internet resources at the request of the Main Radio Frequency Center, controlled by Roskomnadzor, citing the fact that this organization does not have the authority to demand such blocking.
In addition to large telecom operators in Russia, there are about 5,300 small companies that provide Internet access services. If violations are found, companies will be fined up to 800,000 rubles or lose their license, and criminal cases may be initiated against their managers and other employees.
