In short, it strongly resembles an officialization even if it does not confirm anything openly. Note that the pictures in question date from November 2018, when the boss of Kojima Productions went to the sets of season 9 from The Walking Dead.

During his interview with the Leo Edit site during which he was asked about Dath Stranding 2, Norman Reedus also explained how he had met Hideo Kojima.
Guillermo del Toro, who offered me my first role, called me one day to say: ‘Hey, there’s a guy named Hideo Kojima, he’s going to call you, just say yes to him.’ I then replied: ‘How do I say yes to him?’ He shot back and said, ‘Stop fooling around and just tell her yes.’ Then I was in San Diego and Hideo came over with a big group of people, he’s from Tokyo, and he showed me what he was working on, a game called Silent Hill. I was blown away by what he showed me, and I was like, ‘OK, let’s do it!’ It’s not a Mrs. Pacman game; it’s so realistic, it’s so futuristic, it’s so intricate and beautiful. I was completely blown away.
It took me maybe two or three years to complete all the MoCap sessions and everything. It takes a lot of work. And then the game came out, and it just won all these awards, and it was huge, so we just started the game sequel.
