Give full play to the advantages of Shenzhen’s deep integration of production, education and research, and promote the coordination of innovation chain, industrial chain, education chain, and talent chain. Strengthen the synergy of science and technology industries, build a national third-generation semiconductor technology innovation center, a national 5G medium and high frequency device innovation center, and a national high-performance medical device innovation center with high standards, support leading enterprises to lead the formation of innovation consortia, and develop more than 50 new key core technologies key projects.
Strengthen strategic emerging industries. Implement the “Six Ones” work system, improve the “chain length system”, improve the financial support policy system for strategic emerging industries, and strive to achieve 1.3 trillion yuan in added value for strategic emerging industries. Consolidate the industrial development advantages of broadband communications and new networks, software and information services, intelligent terminals, and ultra-high-definition video display, and make up for the shortcomings of industries such as semiconductors, integrated circuits, and smart sensors. Improve the development level of biomedicine, high-end medical equipment, and big health industries. Enhance industrial innovation capabilities such as industrial mother machines, precision instruments and equipment, and intelligent robots. Cultivate new growth points such as new energy, intelligent networked vehicles, safety, energy conservation and environmental protection. Expand new material industries such as cutting-edge new materials and advanced polymer materials.
Make every effort to promote the implementation of major industrial projects. Increase industrial investment mainly in advanced manufacturing,Completed and put into operation SMIC’s 12-inch line, CSOT T7 Phase II and other projects, started construction of 5 tens of billions and 10 major industrial projects of more than 3 billionThe transformation of industrial parks to power supply has been fully completed, and the annual industrial investment has increased by more than 12%.
Efforts will be made to improve the quality of market entities. We will improve the gradient cultivation system for market entities, implement 30 policies for cultivating and expanding market entities, and solidly promote the “individual transformation into an enterprise”, “small upgrades”, “refined regulations” and “excellent listing”, and the implementation of the “Xingyao Pengcheng” plan for enterprise listing development. 500,000 new commercial entities, 2,500 new “individual-to-enterprise”, 2,000 “small-scale upgrade” industrial enterprises, 500 new national high-tech enterprises, and 100 national-level specialized and special new “little giant” enterprises , more than 30 new domestic and overseas listed companies, and 5 newly cultivated “unicorn” enterprises.
