The company said the issue only affects applications that use some optional components in the .NET Framework 3.5, such as Windows Communication Foundation and Windows Workflow components.

Additionally, Microsoft has fixed a bug that could cause Windows 11 screen flickering if you use Windows S Safe Mode, especially for components that depend on explorer.exe (such as Explorer, Start Menu, and Taskbar). In this case, apps in Safe Mode may be affected and appear less stable.
