iOS 15 supports devices as old as the second-generation iPhone SE, including the iPhone 7 and iPhone 7 Plus. While iOS 16 was expected to drop support for the iPhone 6S, iPhone 6S Plus, and the now-discontinued iPod touch, Apple surprisingly dropped support for the iPhone 7 and iPhone 7 Plus as well.

Some developers have said that Apple can make iOS 16 support the iPhone 7 and iPhone 7 Plus, but only disable some newer CPUs and ML-related heavy-duty features. In doing so, iPhone 7 users will still benefit from the performance and security enhancements that iOS 16 offers, as well as small improvements like the ability to edit iMessages that don’t require a lot of CPU work.
