The sitting chairman of the Hoboken Housing Authority Board of Commissioners is expected to be replaced after a City Council appointment Wednesday of the Rev. Anthony Forbes to his seat. Chairman David Mello, whose term expires May 3,is not included on the appointments on Wednesday’s City Council agenda. Instead, there will be a vote on the appointment of the Rev.
