Who will lead the IT work at Stockholm City’s education administration? Among the assignments: Get order on the criticized School Platform. Ny Teknik lists the administration’s requirements for the new IT manager.
High costs, major safety deficiencies and a real conflict with the parent initiative Open the school platform. This is something that the School Platform in Stockholm has previously been affected by and which will end up on the table for a new IT manager.
The reason for the new recruitment is that the former IT manager AnnMarie Taylor changes jobs.
Taylor has, among other things, been accused of sabotage by the developers of the Open School Platform, and received criticism that the city wanted to hide information by only disclosing information on 1800 printed A4 pages with “difficult-to-interpret Excel documents”.
Requirement: Experience in procuring IT services
The IT manager belongs to the department for development and coordination at the education administration, and in addition to providing the administration with IT support, the department’s task is also to run IT services for all the city’s educational activities, as well as ensure information security and data protection.
The city is in the middle of the recruitment process and the list of requirements includes experience of user-driven development and procuring IT services, as well as a relevant academic degree such as systems science education. In addition, the city wants someone with management training and preferably training in IT and information security as well as IT architecture.
“In addition, you have many years of experience of being a manager in a politically controlled organization. You have obviously worked with user-driven development and IT management, ”it says in the job advertisement, which also emphasizes that the IT manager must have experience of procuring IT services, handling agreements and supplier dialogues.
Perhaps the city of Stockholm has been inspired by the chronicle in Ny Teknik, where external procurement and the importance of user-driven development were emphasized.
But how important is it that the new IT manager has a background in IT – compared to having a background as a manager? In short: How does the city weigh IT experience compared to managerial skills?
– We believe that it requires both IT knowledge and experience of leading and responsible for IT operations as a manager to succeed in the role in the future, says Niclas Westin, head of the department for development and coordination at the education administration, to Ny Teknik.
There is nothing specific about open source code or the like in the ad – but how do you view such expertise?
– We are looking for a manager with broad competence in IT, and knowledge of open source code is contained in it. It is a valuable competence, even if we do not require it explicitly, says Niclas Westin.
When asked how likely it is that the recruitment will take place internally, he answers that the city is openly and broadly looking for the most suitable candidate and that it is the competence that will decide.
The former IT manager AnnMarie Taylor began her career in the city of Stockholm as a teacher of wood and metal crafts and after that had several principal positions before she was appointed IT manager in 2017. Now she is leaving her position to become principal of Midsommarkransen’s primary school in Hägersten in August.
What is the biggest change that you now think the change of manager will entail?
– All boss changes create a bit of turbulence and the current boss is very much appreciated. I hope that a new manager can come in and continue the development work that we have been working on for several years and contribute new experiences and skills so that we can take further steps in the work for our operations, says Niclas Westin.
