Access to the unified information system for checking information about subscribers of telecom operators (EIS PSA) can be obtained by law enforcement agencies and collectors. This desire of the Central Bank is reported by “Kommersant”.

According to the early form of the EIS PSA bill, the Central Bank, Rosfinmonitoring, commercial banks and payment system operators were supposed to have access to the system. This would make the phone number another universal user identifier when receiving financial services.

However, the new version, which the Central Bank sent to Anatoly Aksakov, Chairman of the State Duma Committee on the Financial Market at the end of April, states that law enforcement agencies, credit bureaus, telecom operators and collectors should have access.

Telecom operators interviewed by Kommersant oppose the creation of the EIS PSA. For example, a representative of the Russian division of Tele2 said that they work directly with banks. Creating an intermediary is redundant and can create a risk of compromising user data, that is, they can be merged. And this is very important right now:

Another problem is the cost of connecting operators to this system. It will be necessary to create a single data transfer interface for all, which will also require spending money. And in the current conditions, additional expenses, which are already rather big for operators, have become even more burdensome. This may increase the cost of communication for end subscribers.
