In Russia, they want to partially cancel recommendation algorithms for websites. United Russia deputy Anton Gorelkin believes that now information that is beneficial for Internet services is being promoted in non-transparent ways.
The corresponding amendments were developed by the Deputy Chairman of the Duma Committee on Information Policy and submitted for approval to the expert council of United Russia. Amendments are proposed to the law on information, where Article 107 may appear, describing the obligations of Internet resources to monitor the implementation of which Roskomnadzor will have to.
Among them:
- informing users about the processing of their data for the use of recommendation algorithms;
- prohibition of algorithms for the distribution of prohibited content;
- the obligation to publish contacts to send “legally relevant messages” from users.
Now technologies are forming an “information bubble” around the user, hindering the realization of the right to freely search and receive information, the document states.
